We in KARAPATAN-Central Visayas express our disgust over the Arroyo government’s plan to consider freeing human rights violator Lochimbar Rojo.
CAFGU Lochimbar Rojo has been recently recommended by the Board of Parole for Executive Clemency despite of being convicted for heinous crimes and gross violations of human rights.
Rojo was among those who massacred an activist peasant family in Asturias, Cebu, on April 12, 1991 on mere allegation that the family supported the NPAs. On said date, at about 11PM, he and Benidecto “Bitoy ” Alfeche, Lochimbar Rojo, Vicente Maglasang, Loloy Atis, Eki Narra, Gani Dacaldacal and other CAFGU members raided Regalado Durado’s household in Sitio Canlumangog, Brgy. Baye, Asturias, Cebu. They shot Regalado to death and then dragged his body several meters from his home.
Unsatisfied, these brutes took Regalado’s children, Gerry, 17, and Rosalie, 15, tied them up and tortured them.
They raped Rosalie. They even sliced her breasts before killing her and her brother.
The victims were members of the peasant organization Mauswagong Mag-uuma sa Baye–Kahugpungan sa Kristohanong Mag-uuma sa Asturias (KAKRIMAS) which the perpetrators accused of being a ‘front” of the NPA.
Amidst threats, the victims’ relatives and human righrts defenders were able to secure the perpetrators’ conviction before a regional trial court in Toledo City. Lochimbar Rojo and his gang were sentenced to suffer the penalty of double Reclusion Perpetua.
However, with the Arroyo government’s penchant for freeing notorious criminals, we fear it would only be matter of time before Rojo himself is set free.
Such is the mark of this government which gives clemency to perpetrators of dastardly acts, but abducts, detains, persecute human rights defenders. It is the mark Martial-Law progenitors bear. It is the mark that justify its ouster from the reigns of power.
